This was changed with a recent identity checkin. Fixing this in test which was expecting a different cookie name.

Routing DI Changes I:
...
Moving out Default Handler and IInlineConstraintResolver from RouteCollection.
These are moved to a new interface IRouteBuilder, (instead of an IInlineConstraintResolver, it takes in an IServiceProvider).
This means all RouteCollectionExtensions are moved to RouteBuilderExtensions.

Work around for the identity bug to unblock CI test
...
Identity internally overrides the explicitly specified connection string by overriding it with a default value. This results in reusing a default database causing test failures. Until identity is fixed this is a work around.
