Ignore markup comments in components
Fixes: aspnet/AspNetCoredotnet/aspnetcore-tooling#6184
This gives us parity with the current behavior. Since comments aren't
meaningful in a component/render-tree context, we ignore everything
inside of them for codegen/lowering.
