Doug Bunting eff10cdd66 Move `ModelStateDictionaryExtensions` into `Microsoft.AspNet.Mvc.ModelBinding` namespace
- missed the inconsistency when reviewing
- kept class in ViewFeatures assembly because it depends on `ExpressionHelper`
