Remove LinkerWorkaround.xml (#24748)
* Remove LinkerWorkaround.xml

The workaround file is no longer needed, now that the underlying bugs are fixed in the dotnet/runtime libraries.

Fix #23262

* Also remove LinkerWorkaround from Components/WebAssembly

ASP.NET Core
