Pass `$(MicrosoftNETCoreAppInternalPackageVersion)` to Helix jobs (#25850) 
- required for servicing, where e.g. `5.0.0` may be ambiguous
- also move `%DOTNET_HOME%` into the working directory
  - reduces build-up in `%HELIX_CORRELATION_PAYLOAD%` and aligns w/ build.sh

nit: add more debug output to `runtests.*`
