- `DefaultInlineConstraintResolver` has no need of a `IServiceProvider`
nits:
- add doc comments for changed `DefaultInlineConstraintResolver` ctor
- let VS add a dev server port to sample's .kproj
- add debugSettings.json and .vs/ to .gitignore
