Add IServerVariablesFeature
...
Enables fetching variables directly from IIS when using in-process
hosting. This is not available for out-of-process hosting.
Other changes:
- Update tests to only run if IIS Express has been updated to support
the new schema for hostingModel
- Add a simpler test fixture for in-proc testing
