Increase .travis.yml consistency between repos

- aspnet/Universe#349
- minimize `dotnet` setup time; no need for caching
- `KOREBUILD_TEST_DNXCORE` env variable isn't used anymore
- no need for icu4c w/ current `dotnet` builds
