Mike Harder 41e50ba688 Enable all tests in HttpsConnectionFilterTests to run on all platforms 
- Move HttpClientSlim.cs to test\shared
- Change HttpClientSlim to static class to simplify calling code
- Add HttpClientSlim.PostAsync()
