Enabling CoreCLR variation of the test

Value of the KRE_DEFAULT_LIB of the 'k test' process was flowing into Helios resulting in an exception. As the test is always running on desktop clr, the value of this variable always points to the desktop KRE path resulting in the exception. This fix will fix the issue.

Fixing a test bug resulting in a null reference

After starting the klr.exe process, Process.MainModule.FileName returns null if checked soon. Adding a thread sleep to solve this issue.

Cache action descriptor providers and provide a race safe data structure to get the version.
...
The default implementation has a safe race, and does not allow for action description addition at runtime.
It can be replaced with an implementation that can reload.
Consumers of the new service that do extra caching are now responsible to look at the version and change the implementation.
