Ryan Nowak 6c1bee1940 Classify non-C# inside C#
Fixes a bug with preview formatting for FAR.

So when we ask the Roslyn API to classify C# for us, it will only
classify the actual C# tokens. We are responsible for filling in the
gaps and whitespace.

The bug is that the following text would have all of its whitespace
removed in the VS FAR preview window.

```
@{ var foo = "Hello, world!"; }
```

Would look like:
```
@{varfoo="Hello, world!";}
```

This fixes the issue and makes it look like what one would expect.

Ryan Nowak a3d0c8f634 Fixes for excerpt service
We had a bug where were not returning the correct span for highlighting.
Fixed this.

Also we have a problem here, we're using types in our tests that are
coming from Roslyn - however we're not getting IVT for our test
assemblies. So some additional pain is required.

Ryan Nowak 357657fc45 Implements versions for generated code
This change implements version tracking the inputs and outputs of
generated code.

Version tracking is still best-effort - meaning that in some cases a
perfect system could avoid doing more work. However, since we base the
versions off of all of the inputs, we now that the guarantee that code
generation operations that happen 'out of order' will always result in
the newer inputs generating the newer outputs.

Ryan Nowak 81904f579a Add definitions for Document Services
This change adds mock ups of the interfaces that we've been designing as
part of Razor FAR as well as the implementations. This isn't wired up to
anything yet in this PR, but the basic functionality here is stable
enough for us to stabilize and review.

For now we have the interface definitions in the Razor codebase until a
build of Roslyn is available with these definitions + IVT for us to use
them.

- Prior to this project changes would trigger re-parses which would then be thrown away because source versions were identical.

N. Taylor Mullen da935bfa95 Generated document output persists result to generated code container.
- Prior to this we had a `BackgroundDocumentGenerator` that would constantly be updating generated code containers. With this changes we've changed the details in how a `GeneratedCodeContainer` can be mutated. It can now be touched from any thread and is updated when an underlying `DocumentSnapshot` has available content. However, if a generated output comes through that's older then the last seen output we no-op.
- Removed `BackgroundDocumentGenerator` SetOutput logic.
- Updated tests to react to new behavior of `GetGeneratedOutputAsync`.
- Added new test to verify getting generated output results in the setting of the host documents output.

Ajay Bhargav Baaskaran f9d4fba39d Added a taghelpers and imports overload to Process and ProcessDesignTime
We want to have a way to specify the taghelper descriptors and imports to use while
processing a specific document.
- Added an overload to Process and ProcessDesignTime to take in a list
TagHelperDescriptors and a list of imports
- Added the corresponding CreateCodeDocumentCore overload
- Added GetTagHelpers and SetTagHelpers extension methods for
CodeDocument
- Added the necessary plumbing to use the taghelpers from the
CodeDocument when available and fallback logic.
- Added DocumentImportsTracker and updated background code generation
logic to use the new overload
- Added/updated tests

Ryan Nowak fafdd7e3af Track the open/closed state of documents
This change intoduces content changes to our project snapshots. We now
know the open/closed state of documents that are initialized by the
Razor project system and listen to the correct data source based on
whether the file is open in the editor.

There are a few other random improvements in here as well like a
workaround for the upcoming name change to our OOP client type.

Ryan Nowak e2edc280c5 Add documents, engine, tag helpers to snapshot
The project snapshot now maintains a RazorProjectEngine as well as set
of Tag Helpers that are known for that snapshot.

Pivoted some more services to be snapshot-centric.

Also added the ability to track .cshtml documents to the project system.
For now most components just ignore document changes.

Ryan Nowak 5008c7803c Add a project system
Step 1: Add HostProject

This is a somewhat complex addition to the ProjectSnapshotManager. Now
that we accept updates from the underlying IDE project system we need to
coordinate those with the Workspace.

This means that ProjectSnapshot itself now also has a version concept.

Step 2: Introduce a new project system based on CPS

We use project capabilities defined by the Razor SDK to determine
whether to rely on MSBuild evaluation to detect the configuration or
whether to fallback to assembly-based detection.

Step 3: Flow RazorConfiguration everywhere

We use now expose the RazorConfiguration to the language service and
editor. This means that we no longer need to detect the project's
configuration asynchronously, it happens much faster now.

N. Taylor Mullen 4eea2f6992 Change DefaultTagHelperFactsService to not expect a primary workspace.
- Removed `TagHelperFactsServiceInternal` since we had no way of retrieving the internal Workspace service given the exposed public API. Not to mention I think the `TagHelperFactsService` made more sense as a MEF service anyhow.
- Moved `TagHelperFactsServiceInternal` tests to `Microsoft.VisualStudio.Editor.Razor.Test` project and changed them to utilize the non-"internal" version.
- Updated completion service API to rely on non-`TagHelperFactsServiceInternal` pieces.

- Restructured RazorLanguageVersion to be a sealed concrete type to enable things like `RazorLanguageVersion.Latest`; it also allows us to make broader changes in the future. Also, in the future if we want to add support for overriding operators to enable greater than comparisons we can as well.
- Removed version validity checks because we restrict who can construct a `RazorLanguageVersion` now. This way we don't have to check for valid versions all throughout our code.
- Added a simple `ProjectExtensibilityConfiguration` => `RazorLanguageVersion` method in the `DefaultProjectExtensibilityConfigurationFactory` to temporarily enable letting the system operate on the `RazorLanguageVersion`. Eventually that entire class will change.

- Created a new `TestWorkspace` type to lock on `AdhocWorkspace` construction. This type can't be constructed/changed in parallel.
- Updated test usages of `AdhocWorkspace` to make use of `TestWorkspace`.
- Added a `Microsoft.CodeAnalysis.Razor.Workspaces.Test.Common` project to have the `TestWorkspace` type.

- Internalized the core implementation of `EditorSettingsManagerInternal`.
- Added a `VisualStudioWorkspaceAccessor` to enable the `Microsoft.VisualStudio.Editor.Razor` project to have access to the current workspace. Only added the Windows specific implementation of this type since the VS for mac implementation will require infrastructural work to make happen.

N. Taylor Mullen fb8aff12f1 Add EditorSettings management to workspaces.
- Built a design where there's a singleton `EditorSettingsManager` that handles the "current" settings state in the world. When it detects that settings have changed via an update method being called it dispatches a `Changed` event.
- Exposed editor settings on the document tracker. When the editor settings change the document tracker dispatches to any listeners that its context has changed.
- Added tests to validate all the various settings management.

Ryan Nowak 6e6a24cbb4 Add a background listener for notifications
This change adds an actual background worker for listening to project
change notifications and starts sending updates when the project's razor
dependencies change.

I had to do a litle surgery to get things working. There were plenty of
small bug fixes.

Additionally I got rid of the WeakReferences for tracking listeners. I
was seeing TextBuffers hanging around in VS longer than I expected and
the WeakReferences weren't getting cleaned up. I think it's better that
we just track the lifetime.

Nate McMaster 471722eba1 Use PackageLineup to manage PackageReference versions
This uses a feature of KoreBuild which will select PackageReference
versions based on a lineup file. This helps unify versions between repos
and helps us ensure we are consistent across multiple components.

N. Taylor Mullen aa980fc67c Roslyn-ize our tooling contracts.
- Added `ILanguageServiceFactory` types for all serviceable contracts.
- Maintained binary compatibility by copy/pasting existing services into a Legacy folder.
- Added a Workspaces.Test project since their implementations moved.
- Updated binary incompatible version of `RazorSyntaxFactsService` to not depend on VisualStudio. Added an extension type to the VS.LanguageServices.Razor project to enable easy-access from VisualStudio.

Below on refers to the binary incompatible copies.
Core services that were **entirely** moved from VisualStudio.Razor => Razor.Workspaces are as follows:
- `RazorSyntaxFactsService`, this included mutating the API to not depend on VisualStudio and moving some primitive types such as `AcceptedCharacters`.
- `TagHelperCompletionService`
- `TagHelperFactsService`
These all have a `ServiceLayer` of `Editor`.

Bits that were partially moved:
- `RazorTemplateEngineFactoryService`. The Default implementation and its corresponding factory still live in VisualStudio.Razor. This way Razor.Workspaces can get by without a reference to Mvc.Razor.Extensions.
- `ITagHelperResolver` used to exist in VisualStudio.Razor. Removed the type and replaced its usage with the already-existing `TagHelperResolver` type in Razor.Workspaces. Both contracts were nearly identical.
These all have a `ServiceLayer` of `Default`.

Ryan Nowak 03b63d97a2 Quick fixes from MVC
We're close to hooking up new Razor to MVC. This is a set of enabling
'quick fix' changes to resolve some blockers to using Razor.Evolution in
the product.

Main issues:
 - Types not public enough - anything in the .Legacy namespace is still
   slated from 'improvement'
 - Wrong references. We don't want .Workspaces in MVC, so moving the heavy
   lifting of TagHelper discovery to CodeAnalysis.Razor.
