Locally this seems to fix some unknown issue that is causing the dotnet test process to stop running for a few seconds which can result in test failures.
* Add Windows 7 and 8.1 testing on Helix
* Install SQL Server on-demand in Helix test queues
* Only install mssql on Windows runs
