Enable TCP Loopback Fast Path (Windows)
Enable TCP Loopback Fast Path; where the IP layer is skipped, for lower
latency for localhost comms, like HttpPlatformHandler+IIS reverse proxy

Have to do it this way due to open issue in libuv
