- can't be done as a unit test because `k.cmd test` doesn't write assemblies for referenced projects
- instead support extending the "test" target in builds
To enable this in a repo, add the following to the makefile.shade file:

All values in Exception.Data need to be serializable which is not true for
the diagnostics. Removing this property since we can't pass it through.

When set:
- FindByEmail will use UserName
- SetEmail will set the user name and email
- GetEmail will return user name
- This setting does not impact the Get/Set/FindUserName apis
