[ Fixes #1580 , #1581 ] Update Identity UI to use Razor precompilation
...
* Switch from using the embedded file provider for the precompiled views
for actual razor precompilation.
* Add MSBuild props and targets file to include additional assembly
attributes on the generated precompiled views.
