Update to @azure/msal-browser@2.0.0 (#24827)

* Update to @azure/msal-browser@2.0.0
* Retain promise during initialization
* Set knownAuthority hostname from authority URL
* Add KnownAuthorities config option and fix silent sign-in
* Set knownAuthorities default to empty list
