Add JWT and OpendId only if they are needed (#28495) 

Remove MicrosoftAspNetCoreAuthenticationJwtBearerPackageVersion and MicrosoftAspNetCoreAuthenticationOpenIdConnectPackageVersion if there are not need eg. user wants only OpenApi.
