Update hosted (AzDO) and BYOC (dnceng) agents used in our builds

- dotnet/aspnetcore-internal#3540
- nit: Consistently use `in` / `notin` with `Build.Reason`
  - YAML was inconsistent and this aligns w/ the Arcade code
