Move RazorSyntaxFactsService to VS.Editor.Razor and export it.

- Moved service poco types: `AcceptedCharacters`, `BlockKind`, `ClassifiedSpan`, `SpanKind` and `TagHelperSpan` into VS.Editor.Razor.
