Do not call `Encoding.GetEncoding()` with a string from the request
- #5351 - fix affects only `TextInputFormatter` - `TextOutputFormatter` already does the Right Thing™️ with `Accept-Charset` headers - `ResponseContentTypeHelper` uses `Encoding.GetEncoding()` but is not passed request data
