Move dotnet-tools -> dotnet-eng (#16928) 

* Move dotnet-tools -> dotnet-eng

The dotnet-tools feed is being moved to dotnet-eng so that dotnet-tools can be used for actual tools.

Also remove some feeds I don't think are necessary any longer

* Add .NET 5 feeds
